Fundación ONCE

The ONCE Foundation for Cooperation and the Social Integration of People with Disabilities (hereinafter, the ONCE Foundation) was founded in 1988, by agreement of the ONCE General Council, and launched into society in September of the same year as an instrument for cooperation and solidarity from the Spanish blinds towards other group of people with disabilities in order to improve their living conditions.

Since its origins, the community of blind people has shown great solidarity with other disabled groups according to the possibilities of each moment in history. In the mid-1980s, with the lottery ticket reform, ONCE was able to progressively incorporate lottery ticket sellers who were not blind, providing employment to more than 10,000 people with other disabilities between 1985 and 1987. Another step taken towards this path of solidarity took place in 1988 with the creation of the ONCE Foundation.

Objectives and lines of action

The ONCE Foundation has as its mission to foster the full social inclusion of people with disabilities, contributing to give effect to the principles of equal opportunities and non-discrimination

In order to fulfill its mission, the ONCE Foundation has established the following objectives:

  • To foster the full labour inclusion of people with disabilities.
  • To promote professional qualifications, job capabilities and personal and professional skills as key factors in determining the level of employability of people with disabilities during the process of labour integration.
  • To promote universal accessibility and design for all.
  • The goals and objectives of the ONCE Foundation, are achieved bearing in mind two fundamental values.
  • To foster solidarity and social cohesion by organizing nationwide actions, projects and programs addressed to people with disabilities regardless of their type of disability.
  • To request the cooperation, collaboration and commitment of all public and private administrations, institutions, actors or corporations involved in social and economic development in the fulfillment of our objectives.

ONCE Foundation activities are also governed by the following principles:

  • Good governance, transparency and excellency in criteria and procedures for action, in the definition of working priorities, in the use of resources and the dissemination of results.
  • To complement actions carried out by public administration while ensuring that ONCE Foundation activities will not replace through non-legal resources the obligations of public authorities with regards to the policy on people with disabilities. Notwithstanding, the Foundation may cooperate with public authorities in the adoption of agreements for the promotion of projects or programs of all sorts provided that these programs and projects produce a benefit for people with disabilities.
  • To cooperate with relevant public and private actors by establishing relationships of mutual trust and ensuring shared interest.
  • To make sure that all actions carried out in order to achieve goals have a social impact and capability to transform social reality.
  • To foster social innovation by promoting initiatives, leading innovative processes and projects, and mobilizing all actors and resources towards the fulfillment of our goals
  • Independence and impartiality to all public or private authority.
  • Sustainability and respect towards the environment in the development of activities carried out in order to achieve our goals.
  • Real and effective gender equality.
